    Political conflicts often happen in the face of otherwise aligned national interests.

    Russia, Iran and Assad have differing agendas in Syria, including tensions between Russia and Iran.  Russia like the US, just needs  the conflict to cease and if this means keeping Iran, Israel and Turkey from each others throats then it is probable that a  path of least resistance will be followed.

    Sitting a few people down at a constitutional discussion table is a necessary task but it also buys time.

    None of this helps the situation in Idlib and so that conflict will continue.  Ultimately I expect ethnically cleansed areas under Turkish control to hold a referendum seeking annexation to Turkey.
