Looks like a environmentalist from outside the area has inserted herself into the process and created some friction. The chemicals she mentioned are not really what would be in the wastewater, but what they would be required to test for as a matter of law.
Essentially the HCl and HF acids are neutralized by the lime (Calcium hydroxide) and you get calcium chloride and fluoride salts. These are a non-issue. Very standard stuff. Not sure how this will sort out, but perhaps LED will get involved and get the folks the answers they need to make the decision in an acceptable time window for Syrah.
Of course the scrubber is important and they'll be some concern there, but again LED will have knowledgeable resources for what is a very basic, very common, very mature technology.
