    Sydney Airport began its transformation into a business and leisure village after the Federal Government yesterday approved controversial plans for two multi-storey car parks and two tower blocks that could hold hotels, cinemas and shops.

    Long gone are the days when Sydney Airport's sole business was aircraft and passengers. Now, less than three years after a consortium backed by Macquarie Bank bought the airport for $5.6 billion, aviation in Sydney is more about generating cash for shareholders, who want a quick return on their investment.

    One of the main factors driving the expansion, which has incensed neighbouring councils, are forecasts that passenger numbers will grow from 27 million a year to 60 million a year by 2020 - with a related increase in airport workers.

    Work is expected to begin within months on the two 12-storey car parks. The car parks will have spaces for 8000 vehicles and be built at the south eastern corner of the surface car park at the international terminal. Two nine-storey buildings, capable of holding shops, cinemas and hotels, will be built nearby.

    AdvertisementThe State Government has been rallying against the changes for the past year and has been joined in its opposition by five councils close to or affected by the airport.

    The Planning Minister, Craig Knowles, says the expansion will cripple surrounding roads and burden state taxpayers with $2.7 billion in additional transport costs. The M5 East and Southern Cross Drive are already traffic bottlenecks on the city's southern fringes and truck freight movements to the nearby Port Botany Container Terminal are expected to increase by up to 50 per cent in the next few years.

    Because the airport is on Commonwealth land, development there is immune from any council or state planning controls and requires only the blessing of the federal Transport Minister, John Anderson. Yesterday, he imposed only one significant condition on the plans - that the airport's managers consult broadly on devising their transport and environmental management policy. He also said the commercial developments would take place only "in stages to meet demand as it arises".

    The Lord Mayor of Sydney, Clover Moore, said the ruling would put pressure on the curfew on flight movements. "The development will create a mini city half the size of Parramatta CBD for offices, car parks, hotels, convention centres, and retail shopping," she said.
