BAPE means more studies and try harder to gain acceptance by residents. If the residents are ignoring the scientific study the first round, how likely are they to accept the second round? Most likely, more waiting and more resources down the drain. The higher tonnage with a BAPE is not much of a use if it's a no go.
The management can just ask the minister a simple question. If SYA does a revision to below 2000T, the mine can proceed?
Only 2 paths, revise the tonnage or move on to the next area for exploration. Don't place too much hope on the residents since scientific reports were ignored by them. IMO.
