I wouldn't be surprised if the Minister was looking for a way to say no and Sayona gave it to him. BAPE makes him popular and Sayona still get their Mine with Tonnage increased. Sayona should have been working for the last six months on BAPE requirements in case it all fell through. Yes , A BAPE PLAN B would have been handy and 6 months advanced.
Maybe they have. Although the silence isn't promising.??????????
