3.1A.3 A reasonable person would not expect the information to be disclosed

I agree the whole thread may well be a red herring born out of an overactive imagination but I find that your belief that any rule that relies on 'a reasonable person' is clear quite amusing. It is highly likely that you and I are both reasonable people but we disagree on this. Which one of us is the reasonable person? Who decides what a reasonable person would think? Clear to you, clear as mud to me.
