I think this is a major mistake. The Pagbilao area has been designated as a major area for development of power generation for the Philippines. The connection upgrades are required for developments that are far behind EWC and connection is typically first come first served.

Stewart Elliot has installed 7GW of power and any energy developers/ contractors are well aware of the critical importance of connection, the line can handle the power of EWC, not the other plants, hence the upgrade.

The issue with connection is around the interface as the substation appears to be on the coal site which sits adjacent to EWC's site. This is still no mean feat to overcome as there are a lot of stakeholders involved and this is typically a very time consuming process. No bank in their right mind would lend money to a project without a clear path to connection, the CPs surround the above issue.
