Yes the only thing AXT effectively has is its 7M PANR shares.
I'm not sure "pumped penny stock" is the correct description given that the last placing was for £20M at a price of £0.20 per share with institutional investors in late Sept 2014 and the price is now £0.24 with drilling about to commence very soon.
I do suggest viewing the CEO interview of 2nd June 2015, it last's 15 mins & has quite a lot of factual stuff in it, regarding there expected costs etc, which are projected to be very low indeed.
Just for the record I'm currently the proud owner of just over 0.5% of AXT, I really do like the risk/reward profile on this on a 3 month outlook.
