Yep, about 99% exploration companies with plans and timelines can never meet those BS plans and timelines. I've seen companies several years behind their timelines... eg expect to get finance in 6 months for iron ore, 6 years later still waiting. What are you going to do? Steal money from the banks to avoid missing timeline?
If you have a timeline, share price will not go up because you have a timeline. If you miss your own timeline, market will punish you hard for missing your own deadline. So it is very stupid to have a timeline for exploration companies.
