whoever wins the election, the threat from Pakistan and other nuclear neighbors is the same. I don't see it as a big factor or the reason for any delay. This is a security issue not a political issue.
Having said that, there are political factions within India pushing to increase military spending from 1.8% of GDP to 3%. If that gets through it should be huge for AVA.
