Assuming you are talking about datatrace, if you look at the announcement dated 14/10/2010, they are issuing shares to CSIRO for this tech.
I'd speculate that the cap raising announced yesterday is to help develop this tech further. That's just a guess though :)
I assume the "full details of the terms of the offer" that we are to receive (mentioned in yesterday's ann) will detail what exactly these funds are for.
