I think that Harbour has competition .... either externally from another party preparing to bid or competition in its own bid !.. they now know that they will have to increase their offer substantially to get STO.
In my opinion, if there is some else interested, they are in the box seat. All they need to do is wait for Harbour to finish.
If Harbour does bid at $6.50 after it has done due diligence, what does it tell us about the value and/or prospect of STO?
Mind you, if they walk away, that also will send a signal to the market.
