I think that Harbour has competition .... either externally from another party preparing to bid or competition in its own bid !.. they now know that they will have to increase their offer substantially to get STO.
Its all about the timing... if Harbour had put in their offer 4-6 months ago when the STO share price was a lot lower, it would have been all over now
