Big issue is calculations and permanence - and that is where the problems lie in PNG - how can you offer permanence when you cannot maintain control of the land ( tenure) and when the govt is either incapable of enacting the legislation or is blackmailing the developers to get more of the pie - guess who will lose out - the local landholders and again there is a permanence issue - how will you stop illegal logging if the locals are not supported.
