TNE's revenue accounting is a bit misleading in the sense that the Cloud Service Fee revenue is only one part of the revenue generated by a cloud customer. the CSF is around 39% of the 5 year contract value (not including implementation costs). it is my understanding that a very large % of TNE's incremental business is in the cloud (as has been flagged in their results for the past 12-18 months). the product has been rebuilt for the cloud (CI Anywhere) and is now a fully-fledged multi-tenanted solution (not simply VM hosting)
so overall I think they are more progressed along this cloud journey than you are giving them credit for.
