Definitely a worthwhile posit.
The last capital raise was on 26 August 2016 for 70,000,000 shares at 0.012. Those shares, which are almost 100% in profit are for the most part likely to still be held or partly offloaded on various spikes since that date. The share price only improved since then, perhaps indicating a player that is accumulating.

They really could now raise that same amount for half dilution of the last raise, which really wouldn't be so awful.

Or they could wait for great results and raise on an even more improved share price and dilute even less.

In short, I don't know but the last option seems the best and I don't see why it isn't possible in the time frame.
