They do not specify. But the first list of dates issued 4 Oct had the closing on 22nd Oct and despatch date 2 Nov - 11 days later. So if you take that as a guide and add 11 days to 5 Nov you get the 16th. But my guess is the SPP could close early - if UXA keeps firm.
