Yes it is confusing. It states it's an offer to 'the public' in the annoucement so I'm of the belief it's open to current shareholders.
As for the Record date I'm not 100%.... but going from the initial annoucements I think it was back at the start of September?
If anyone else can give their input we get some concensus.
