Lots to agree with in your post. only thing I'd like to add is ... that is if it's "generalised" that anyone wanting to split payments is cash strapped.
There is lots to voice around the smart and savvy (small business owners for example ) who load there cards to take advantage of leveraging longer term payment - leaving working capital in their business. But clear their debts.
