There is so much space debris and more and more traffic that there would need to be a co-ordinated approach to managing this issue.  Im sure the private sector will want to protect their space investments by implementing their own systems rather than relying on government or open source projects.

As i understand it, the EOS laser based system acts as a complement to radar based systems that Lockheed is developing, it allows you to track in on individual items and measure very precisely that items orbit, often at a very small size.  Something small and metal travelling at fast speeds in orbit will do a lot of damage, eg think about the scene in Gravity.
