I made a model for this last night.. 10% room growth per year means it'll take until 2020 to get 44k rooms which is around the same time the incentive expires. Revenue needs to grow by 15% per year until 2020 to get the bonus as well (rev would be 24.8m at 15% per year). The board gives this a 30% chance of occurring - doesn't seem overly confident tbh.
I'm content to sit and watch and perhaps get them cheaper, no rush to buy imo.
