I disagree. I feel you are reading short man incorrectly.
The chart is in fact the cumulative short position, under 1.5%.
From the list below the chart, The 40% (or 39.39%) you quote is the short portion of that days volume. It is not the cumulative short position of the stock overall. That list only shows the short trades each day and does not show any short covering that may have occurred.
The chart plots that position, the balance of shorts overall. And ta under 1.5% it’s insignifficant.
