Reading online it seems there have been a few arrests and convictions around the world, but it seems they are mostly charged with fraud: ie accepting money for a service like 'fixing a marriage' or some other BS that they cannot actually provide.
Looks like some are cases of the mentally ill preying on the mentally ill. A little bit like religion, but not mainstream, hence taboo.
