How are you going to get a fixed price off a contractor without detailed drawings of your plant and how it actually works
You are not
DFS is a ten million dollar spend
The bank will politely say thanks but no thanks with out them
No one is going to give. A couple hundred million without a guarantee the process ,the plant ,the ponds actually work at scale
