They're not spending anything on the power plant.
Please go back and read the announcement, the power company is funding the entire construction of the plant and selling electricity to RSG at a significantly discounted rate.
I saw that as a huge vote of confidence in the mine by the power company, seeing that RSG will be their one and only customer.
