An announcement - maybe, maybe not. I don't think anything more is needed to account for the buying. A completed DFS with robust economics seems plenty for one small cap company.
I understand that the board were in Europe last week, so an announcement might be on the way I suppose. Just as likely in my opinion is that the company's story has been well received by European investors and institutions and they've begun to buy these undervalued shares.
Obviously there are several announcements that we can look forward to over the coming weeks and months (offtake agreements, government funding, site operations, engineering contracts, funding, listing etc) but I think the share price can still go a long way with the announcements to date.
