That would suggest the market value is somewhere between .001 and .002 per share.

The stalemate is because we are at the one tick is 100% point. Latest trade price is pretty much irrelevant, holders just need to stick tight. Hitting nameplate capacity at $10/oz profit will give earnings around $12M per year. Pick your own P/E ratio, that will be the same number as the number of bags from .002.

Couple of very big "ifs" in there, but welcome to the risk/reward equation of penny stocks...
