My bet is the game hasn't changed, but the kickbacks go to someone else. AWB have the experience and shown willingness to grease palms. Any other entrants will be open to accusations of corruption and bribery, kickbacks etc. If that is the way of doing business in that country then nothing has changed. As AWB owns the lions share of the wheat crop, where else is the wheat going to come from? Maybe AWB will sell it to another entrant at greatly inflated price. No way AWB will miss out on the money.
