No use in continuing this convo as with your first statement regarding cultural what govs, banks and miners must take into consideration these days is cultural consideration in relation to aboriginal native title , employment, heritage sites and such. This is a major consideration of any mining project in Australia, you shouldn't have to work in the industry to know this it is common knowledge.
As to your comment on cutoff grades, this being nickel laterite utilising HPAL leaching, grades of good laterite with low magnesium are economical to process down to .3% Ni, bit of research would show this. Remembering to be considered JORC Mineral Reserve it must be proven economical to mine to be considered Mineral Reserve, once again common knowledge for those in the industry or who wish to be researched investors.
The first BFS displayed all CAPEX costings inclusive of infrastructure these figures should not change with BFS 2, what will change are feed grades, LOM, product output with 2018 drilling results included, this will enhance IRR, NPV and OPEX. The first BFS displayed capacity to pay off CAPEX in 5.2yrs this should reduce due to higher output.
