If I interpret you correctly, what you're saying is that the dividend was stable, until it wasn't.
The dividend was suspended due to business dropping off. Given the current uncertain climate, there's a possibility that business can drop off like that again with clients deferring/cancelling projects.
That said, maybe OKN are in a more sustainable, stable position than they were before. But I think the nature of the business is that that risk (work levels suddenly falling off a cliff) remains there, so the dividend may not be as stable as in the past when the overall business environment was ticking along smoothly.
