According to NGCP, EWC have been permitted to do a cut-in for the 200MW power plant since 2014 (from recent public hearing).

I say just do the cut-in and then draw-down part of the loan.

If 200MW is going to be up and running by the end of the year, then they will need to do cut-in by September / October. So hopefully partial loan draw-down will occur at this time or before. SCPE will have to wait for their money until then.

Pagbilao will then become first and only LNG Hub in Philipines. A potential goldmine.
