The decision on approval of the mining concession is not for anyone to make in a rubber-stamp fashion.
The decision lies with the full cabinet (Council of Ministers) of Mozambique; not the Minister for Mines. The Council is comprised of the President, Prime Minster and all ministers. There are a number of opinions to be heard and, in any event, after receiving the INAMI approval the government was going to undertake consultation with all stakeholders including the local population and the leadership of the affected Province. All of that takes time.
