The CEO wasn't lying when he said "We have some good news coming in the following month and believe the share price will rapidly rise". He was referring to the new finance arrangement. Better be an awesome one to justify the current share price. See Feb 10 announcement.
There's the possibility it's something else but as in most cases the simplest explanation is usually the best.
