In the 6 months to end December 2017, $4.5 was spent on the LNG Hub and $18m on the Philippines power plant. At this level of expenditure I would have thought that the LNG Hub and 1st stage of the power plant could be completed by the end of 2018.
This is on the basis that the 1st stage of the power plant will cost about $200m. It's currently 80% complete, so needs about $40m to complete.
As mentioned previously, the shorts seem to be well informed, however it's possible that they see an opportunity to make some money between now and the end of the year.
