You can short stocks on a CFD contract without leverage

I use FP Markets, they can provide you with a shortable list. And if there's a stock not on the list that you want to short just ring and them and they'll look into it for you

Maybe all CFD providers have both leveraged and un-leveraged accounts but Im not entirely sure about that...worth a looksie maybe
