There are many posters who have a less than positive view of GWR and that is fair enough but when it comes to an option to buy more at an issue price at the same level as sophisticated investors then each shareholder should simply have an attitude that is positive or negative and either buy or sell.
There was an opportunity to sell some previously at mid to high eighties and if that course was taken then topping up made sense.
As to the future of the stock I think it may well stagnate untill such time as rail/transport can be resolved and that may need a helping hand from deep pocketed third parties.
