I would be inclined to wait until the last possible minute before sending in your application just in case the share price takes a tumble tomorrow or Monday dropping it lower than the offer price.
I can't see the shares rising to the dizzy heights of $14 or $15 again in the forseeable future due to the reluctance of the major shareholders to sell, but fundamentally they are reasonably good long term value at todays prices.
