Lynas Corporation (LYC) is already producing rare earths on a significant scale and, as will be seen from its recent ASX announcement, it is barely breaking even. Unless NAV has intentions to pursue other activities apart from mining rare earths, it is difficult to see how it can become profitable unless there is a cutoff in supply from China which would then result in a steep increase in the value of rare earths.
