the potential negatives are already factored into the share price.

If no change occurs then according to goldman sachs, 2015 EPS is $0.7, if change occurs and a 5% limit is imposed then 2015 EPS as $0.46. (and by the way GS had a 'sell rating' before the recent price fall.
At current share price of$3.65 this is already factored in on a fundamental basis. What Mr Market decides to price it is anybody's gues.
