TP, the way I interpret the levels under $50M, $50-100M and > $100M is that these apply to the AUD amount of the award.  Check a few posts up as  they have worked examples by POH which is in AUD.  The reason why US$ gets involved is because the claim amount is for $US 300M and US is the default international currency.  For example if the maximum award is determined US$300M, then convert that to AUD $422.545M. For that amount the total payout pool will be 

0.3 x $50M + 0.5 x $50M + 0.7 x $322.5M

= 15M + 25M + 225.8M

= 265.8M

= 16.82 cps
