I reckon it's SM dumping his free shares. no one else really holds that amount and he has a habit of putting out announcements that shareholders won't like after hours, which I believe is similar to trades right on the buzzer. Then trickle a few small and insignificant orders through at 0.003 during the day, and dump another 15m+load at 0.002 on the buzzer again to make it appear more 'normal'.
