You are referring to the "Megatons to Megawatts" programme whereby the Russians decommissioned part of their nuclear arsenal and downblended this for US nuclear reactors to generate electricity.
This programme ceased a few years ago. Marin Katusa wrote a good book re this called "The Colder War".
The Russians have no intention of doing this again, and whilst the US still has a massive nuclear arsenal there is a very low probability that they will do this ... Especially given that they no longer have any Downblending Facilities domestically and international politics is becoming very fraught (Neil Howes "The Fourth Turning").
This programme was what allowed the sector to run at such a structural primary supply deficit for so many years prior to Kazatomprom ramping up and the Fukushima event in 2011, both of which completely upended the demand/ supply dynamic.
Downblending nuclear weapons is not currently contributing to secondary supply and is very unlikely to do so within a relevant timeframe.
