It would be crazy not to stock up inventories while prices are so low. China is not crazy. That they might not contribute much soon to the significant spike I think will occur is only a timing issue not a damper to the U price recovery I feel.
The Chinese Government will fall if it doesn't improve Air quality. I would put Air Quality as a bigger issue than some idiot in another country trying to kill world trade. As I have had a glass of wine I will add.
