Contractors commissioning Citic's plant are still advertising for staff so i would say that they still have have bit to go as far as commissioning is concerned.
No different to Woodsides Pluto that is about 12 months behind where they wanted to be in regards to commissioning their first train.
It would be great to have funding in place by the time Citic start up as it will all be front page news for the openning.
