Scarborough QLD office , what's the point t

I was a BSM stock holder some time ago and lost some money on this trade. I regularly go to Scarborough on the Redcliffe peninsula, and noticed that Bass Metals has an office on the ground floor of an apartment block there. On most days the office is closed or an employee sitting there not doing much. What is the objective of having an office in an area where there is no mining or mining related projects? I went into the office on an occasion when the doors were unlocked and asked about the objective of the office and did not get much information.
i just don't see the point of having the expense of an office with an employee or two in Scarborough, QLD?
