It would happen more quickly if the NCOP could pull the proverbial out so that the MRPDA can get passed. I've never seen such a shemozzle of a way of reviewing legislation in my life.
At the committee level each of the Provinces gets to comment on the proposed bill and then each proposed change gets voted on INDIVIDUALLY.
Fair enough they get to comment but why not aggregate the comments so that when one province says something like
"Clause 8, on page 10 of the Bill, line29 -- to insert the word “prior” before the word “minister.”
well then if every other Province has pointed out the same issue - consider it dealt with - no need to revisit.
But no - each province will raise the same point - it then gets discussed and then they have their vote and then they move onto the next point that was probably already covered twice in previous committee meetings.
Still a couple of Provinces to speak but it should have been completed a couple of months ago. Frustrating!!!!
