    It's the SAM operators fault. Similar incident to the MH17 disaster... an operator on one side or another totally stuffed up.
    Almost certain Israeli jets had transponders off in that situation. Maybe the IL-20 did also?
    MH17 was much worse though given it definitely had a transponder.
