The Navel build up is for the upcoming Iblib offensive that is about to kick off. With all the headcoppers that didn't die or surrender being transported and herded to the Iblib area, its choc a block full of mostly foreign terrorists over the past few years that don't want to back down and go back to their EU, Central Asia, China, Turkey or Gulf countries. It will be a tough nut to crack, especially with the numbers involved and terrain.

Just to be sure their is no repeated chemical weapon hoax the Russian's have sent additional forces to prevent the US finding an excuse to protect their pet headchoppers in another fake chemical weapons attack claim. No amount of white helmet propaganda will protect a Kalibr missile strike hitting their HQ's. It is intended as a display of military 'shock and awe' and hopefully the final main chapter in conflict in cleaning up most of the large terrorist formations still fighting, before pressure is put on the Turkish and US forces to leave (and arguably Iran).
