am i correct in thinking that MRP already have a fully permitted plant, just that its in a poor state ?

if so, i am sure if a company is dynamic enough it would just take time and effort to recommission it

obviously cost as well, but no where near the cost of starting from scratch

also i seem to remember reading that IRC had some plant infrastructure in their yard ?
