See attached map. On May 7, 2010, Don Hamilton, on behalf of K2O Utah LLC (K2O), filed applications UTU-87966 and UTU-87967 with the Moab Field Office of the Bureau of Land Management (BLM) for road rights-of-way to access proposed potash exploration bore holes on adjacent School and Institutional Trust Land Administration (SITLA) managed lands. The access to the exploration sites crossing public lands would be on designated San Juan County roads and would require road rights-of-way from the BLM. K2O proposes to upgrade, utilize and maintain roads on the BLM National System of Public Lands. Road right-of-way UTU-87966 would consist of a 24-foot wide travel surface within a 30-foot wide disturbed area. The length of the road on BLM lands would be approximately 8,980 feet (1.7 miles). One 100-foot long turnout is proposed to allow vehicles to pass at interval along the access road. One 18-inch culvert is anticipated with adequate drainage structures being incorporated into the remainder of the road. One cattleguard with gate is anticipated at the existing gate location. The entire length of the proposed upgrade would be along an existing two-track road. Road right-of-way UTU-87967 would consist of a 24-foot wide travel surface within a 30-foot wide disturbed area. The length of the road on BLM lands would be approximately 12,520 feet (2.53 miles). No turnouts are proposed since adequate site distance exists in all directions. Two 18-inch culverts and three low-water crossings are anticipated with adequate drainage structures being incorporated into the remainder of the road. Approximately 80% of the proposed upgrade would be along an existing bladed native surface road with the remaining 20% along an existing two-track road.
